Soundscan sales will always only include US sales.

Shout It Out didnt sell well in Japan, because it didnt make the Top 200 album chart, so I dont know an actual chart position.. probably the reason it sold bad is because Hanson never promoted it there, normally they go and play at least 1 show there.

Also, I think using CD sales to gauge a band's success is like using comments on a blog to measure how many people read the blog.  Thousands of people can read a blog and a fraction comment.  There is some correlation, but it is still highly inaccurate.
